Hey,
my '83 650 XS acts funny when it comes to the turn signals... amongst other things I won't get into here...
If I want the left blinker on, no problem... if I want the right blinker on, I have to put the left on first then transfer over to the right. Shutting either off is a chore as well, I have to try to find the exact center of the switch otherwise I turn the oposite end on.
questions:
1. are they suppose to shut off if I just push the switch in?
2. what would be the best way to clean the inside mechanisms (as I suspect that's the problem).
advice appreciate.

yes just pushing the switch straight in should turn it off from either side, cleaning the switch is a load of fun .... if you like fiddling with small easy to lose small parts that are hard to get back in the proper posistion .... but it can be done just take your time, try turning it upside down and spraying it with contact cleaner while working the switch first before taking it apart

I was originally planning on buying the switch assembly from MikesXS, the chrome one, but it doesn't have the choke on it. and my bike needs the choke there unfortunetly. So cleaning may be my only option here.
